A couple of years ago, an “80 percent” receiver I purchased refused to accept parts, let alone chamber and fire cartridges, until my son and I drilled and milled it to completion; that’s because unfinished firearms are not firearms. For a long time, the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) agreed. But, pressured by the Biden administration, the ATF tried to extend firearms regulations to a lot of things that aren’t guns but could, with work, become one. Now a federal judge is injecting some sense, ruling in a lawsuit that bureaucrats can’t just decide that inert objects are guns.

A 2012 study of 253 people incarcerated for gun crimes found that about 40 percent were previously prohibited from having them. Those participants only occasionally got their guns from stores or pawn shops, and none reported using gun shows. Most were obtained from friends, family and dealers on the street — and were usually purchased or borrowed instead of stolen.

Conservation Fund Passes 16 Billion

NSSF, The Firearm Industry Trade Association, celebrated a milestone achievement after announcing firearm and ammunition manufacturers topped $16.1 billion in excise tax contributions to the Wildlife Restoration Trust Fund since its inception in 1937. When adjusted for inflation, the total is more than $25 billion. The latest Firearms and Ammunition Excise Tax (FAET) Collection report released by the Department of the Treasury, covering the 4th Quarter Calendar Year 2022, indicates that firearm and ammunition manufacturers contributed more than $235 million, the third-highest 4th calendar quarter in history.

Texas Court Says ATF Doesn’t Have Authority To Redefine Firearm

On September 2, 2022, the United States District Court, Northern District of Texas, Fort Worth Division, issued an Opinion and Order granting a preliminary injunction, in part, on the ATF “Final Rule” which radically changed the decades-long definition of what is a firearm in federal law. The opinion explains that ATF created the longstanding definition of what a firearm is in 1978. Now, over forty years later, they are updating and expanding the definition into new areas.
