Two men arrested in Berlin terror plot

BERLIN – “An elite German commando team arrested two men of Middle Eastern origin in Berlin in connection with buying material for a bomb attack, a police spokesman in Berlin said on Thursday.
They were identified as a 24- year-old German-Lebanese man and a 28-year-old from the Gaza Strip and are suspected of buying chemicals to make an explosive device, police said.
The Berlin daily Tagesspiegel quoted an investigator from the counterterrorism operation saying, “there was hardly enough forces of the mobile special commandos for other assignments because all forces were needed for the terror cell.â€
Earlier in the week, Germany’s minister of interior, Hans-Peter Friedrich, from the Christian Social Union party, said roughly 1,000 Islamic terrorists live in Germany.
The Federal Republic has long been a hotbed of radical Islam. The terror group Hezbollah remains legal in Germany. According to Germany’s domestic intelligence agency, there are at least 900 active Hezbollah members there.”

“Here’s some disconcerting news from Libya that confirms something we’ve all been worrying about for a while now — hundreds of shoulder-launched surface-to-air missiles have been looted from Gadhafi’s old military stockpiles.
These aren’t just obsolete 1970-vintage Soviet missiles that barely work anymore. According to CNN, dozens of SA-24 “Grinch†shoulder-fired SAMs have been looted from one base alone. The SA-24 is the latest variant of the Soviet-designed Igla SAM that’s been in production since the early 1980s.

CARSON CITY, Nev. — A Carson City man who ushered a woman and child out the back door of an IHOP restaurant during a bloody rampage at the pancake house says he’s not a hero.
But the husband and father of those two survivors thanked him later for his quick thinking during the Tuesday shooting that ended with five people dead, including the gunman, and seven wounded.
“I didn’t freak out. I didn’t have time to be afraid,†Kevin Carrick, 52, a father of eight and former Air Force paramedic, told the Reno Gazette-Journal. “I would be remiss to not say that the only reason I’m still here is that God saw fit to keep us here.â€

It is Sept. 1, and that means we are once again approaching the anniversary of al Qaeda’s Sept. 11, 2001, attacks against the United States. In the 10 years that have passed since the attacks, a lot has happened and much has changed in the world, but many people can still vividly recall the sense of fear, uncertainty and helplessness they felt on that September morning. Millions of people watched United Airlines flight 175 smash into the south tower of the World Trade Center on live television. A short while later they heard that another plane had struck the Pentagon. Then they watched in horror as the World Trade Center’s twin towers buckled and collapsed to the ground.
It was, by any measure, a stunning, cataclysmic scene, a kind of terrorist theater that transformed millions of television viewers into vicarious victims. Excerpts of the just-released memoir of then-Vice President Dick Cheney demonstrate that it was not just ordinary people who were affected by the attacks; America’s leaders where shocked and shaken, too. And judging from the statements of foreign citizens and leaders in the wake of 9/11, those who proclaimed, “We are all Americans,†it was also apparent that the toll on vicarious victims did not stop at the U.S. border.
One result of this vicarious victimization and the fear and helplessness it produced was that many people became fixated on the next attack and began anxiously “waiting for the other shoe to drop.†This spawned an entire industry of fear as dire warnings were propagated by the Internet of the impending “American Hiroshima†that was certain to result when al Qaeda detonated all the nuclear devices it had hidden in major U.S. cities. Chain emails were widely circulated and recirculated quoting a dubious Israeli “security expert†who promised simultaneous catastrophic terrorist attacks against a number of American cities — attacks that never materialized outside of Hollywood productions. “Military sources tell AP Israeli Navy sent additional warships to maritime border with Egypt following intelligence indicating viable terror threat.
Military intelligence suggests that an Islamic Jihad terror cell has left the Gaza Strip and intends to infiltrate Israel through Sinai. Minister for Home Front Defense Matan Vilnai has been quoted as saying that the cell may number as many as 10 terrorists.
Meanwhile, Iran set to send 15th fleet to area as well as ‘to thwart pirate activity’

Al Qaeda’s No. 2 Killed in Pakistan, U.S. Official Says

WASHINGTON — “A drone operated by the Central Intelligence Agency killed al Qaeda’s second-ranking figure in the mountains of Pakistan earlier this month, American and Pakistani officials said on Saturday, further damaging a terror network that appears significantly weakened since the death of Osama bin Laden in May.
An American official said that a drone strike on Aug. 22 killed Atiyah Abd al-Rahman, a Libyan who in the last year had taken over as al Qaeda’s top operational planner. Mr. Rahman was in frequent contact with Bin Laden in the months before the terror leader was killed on May 2 by a team of Navy Seals, intelligence officials have said.”

FBI’s new program, “Communities Against Terrorism†— would you be considered “suspiciousâ€?

Recently, the FBI started sending copies of a letter to military surplus stores in Colorado under the premise of a new program called “Communities Against Terrorism.â€
Their intent is to have Americans report on fellow law-abiding citizens if they suspect them of any terrorist activities.
But here’s the catch: Guess who they want to be viewed as “suspicious�
People who “insist on paying in cashâ€;
People who buy “Meals Ready to Eatâ€;
People who buy “weatherproofed ammunition containersâ€;
People who buy “high capacity magazinesâ€;
And even people who buy “night flashlights.”
The Feds are going after a group of Americans known as “preppers.â€
Those who want to be prepared for emergencies and possible disasters.
People who don’t want to rely on the government for every possible need – the same type of people who I respect – and feel that they are their own “first responder.â€
And now, that kind of attitude is worthy of getting you put on a terrorist watch list.
Fort Hood anti-war coffee shop targeting U.S. military — cafe tied to prominent radicals

A slew of radicals are behind Under the Hood, a coffee shop near the Fort Hood, Texas, Army base that is a central site of anti-war activities targeting enlisted soldiers.
Under the Hood opened its doors in 2009. It hosts the Fort Hood chapter of the Iraq Veterans Against the War organization, or IVAW, one of the nation’s largest anti-war groups.
IVAW aided in the petition for conscientious objector status of Pfc. Naser Abdo, the Muslim soldier arrested earlier this month after reportedly admitting he planned a terror attack on Fort Hood soldiers.

More than a year after the Fort Hood shooting massacre by Muslim U.S. Army major Nidal Malik Hasan, Abdo was caught with a bomb in a backpack and weapons stashed in a motel room meant for another attack at the base.
Abdo was eventually granted conscientious objector status after he wrote in an application that he was conflicted about “whether going to war was the right thing to do Islamically.”

It is summer in Juarez, and again this year we find the Vicente Carrillo Fuentes organization (VCF), also known as the Juarez cartel, under pressure and making threats. At this time in 2010, La Linea, the VCF’s enforcer arm, detonated a small improvised explosive device (IED) inside a car in Juarez and killed two federal agents, one municipal police officer and an emergency medical technician and wounded nine other people. La Linea threatened to employ a far larger IED (100 kilograms) if the FBI and the U.S. Drug Enforcement Administration (DEA) did not investigate the head of Chihuahua State Police intelligence, whom the VCF claimed was working for the Sinaloa Federation.
La Linea did attempt to employ another IED on Sept. 10, 2010, but this device, which failed to detonate, contained only 16 kilograms of explosives, far less than the 100 kilograms that the group had threatened to use.
Fast-forward a year, and we see the VCF still under unrelenting pressure from the Sinaloa Federation and still making threats. On July 15, the U.S. Consulate in Juarez released a message warning that, according to intelligence it had in hand, a cartel may be targeting the consulate or points of entry into the United States. On July 27, “narcomantas†— banners inscribed with messages from drug cartels — appeared in Juarez and Chihuahua signed by La Linea and including explicit threats against the DEA and employees of the U.S. Consulate in Juarez. Two days after the narcomantas appeared, Jose Antonio “El Diego†Acosta Hernandez, a senior La Linea leader whose name was mentioned in the messages, was arrested by Mexican authorities aided by intelligence from the U.S. government. Acosta is also believed to have been responsible for planning La Linea’s past IED attacks. Read the rest of this entry »

Last week’s Security Weekly discussed the important role that grassroots defenders practicing situational awareness play in defending against terrorist attacks by individuals and small cells, what we refer to as grassroots militants. Anyone who reads STRATFOR’s security and terrorism material for any length of time will notice that we frequently mention the importance of situational awareness. The reason we do so, quite simply, is that it works. Situational awareness is effective in allowing people to see potential threats before — and as — they develop. This allows potential victims to take proactive measures to avoid a perceived threat, and it enables them or other observers to alert authorities.
While threats can emanate from a number of very different sources, it is important to recognize that terrorist attacks — and other criminal acts, for that matter — do not materialize out of thin air. In fact, quite the opposite is true. Terrorists and other criminals follow a process when planning their actions, and this process has several distinct steps. The process has traditionally been referred to as the “terrorist attack cycle,†but if you look at the issue thoughtfully, it becomes apparent that the same steps apply to nearly all crimes. Of course, the steps in a complex crime like a kidnapping or car bombing are far more involved than the steps in a simple crime such as purse-snatching or shoplifting, where the steps can be completed quite rapidly. Nevertheless, the same general steps are usually followed.
People planning attacks are vulnerable to detection during various phases of this process, and observant people can often spot such attacks developing. Therefore, situational awareness serves as one of the key building blocks of effective personal security, and when practiced collectively, national security. Since situational awareness is so important, we thought it would be helpful to once again discuss the subject in detail and provide a guide that can help describe what situational awareness is and explain how it can be practiced at a relaxed, sustainable level.
