Gun-free Zone Liability Law

From Michigan Capitol Confidential:

State Rep. Gary Eisen, R-St. Clair Township, introduced House Bill 4975, which would revoke governmental immunity from lawsuits arising from injuries sustained on government property where guns are banned. Eisen is also the sponsor of House Bill 4976, which would make a government, business or individual that designates a property a gun-free zone responsible for the safety of individuals who enter it.

Bill Introduced To Prevent Conflict With Gun-Free Schools Act

The Constitutional Carry States’ Rights Act was filed last week by U.S. Sen. Mike Rounds, a South Dakota Republican, who stressed the state’s pending permitless concealed carry law could pose an issue for those passing near school zones. In short, the federal Gun-Free School Zones Act bans carrying firearms within 1,000 feet of a school zone, with an exception for those with a carry permit. Supporters of the bill fear that those practicing legal constitutional carry may not meet that exception.

NY Times: Self Defense is a Fantasy

This foolhardy notion of quick-draw resistance, however, is dramatically contradicted by a research projectshowing that, since 2007, at least 763 people have been killed in 579 shootings that did not involve self-defense. Tellingly, the vast majority of these concealed-carry, licensed shooters killed themselves or others rather than taking down a perpetrator.

Mass Killings That Were Prevented

Backers of laws that let pretty much all law-abiding people carry concealed guns in public places often argue that these laws will sometimes enable people to stop mass shootings. Opponents occasionally ask: If that’s so, what examples can one give of civilians armed with guns stopping such shootings? Sometimes, I hear people asking if even one such example can be found, or saying that they haven’t heard of even one such example.

1. In Chicago earlier this year, an Uber driver with a concealed-carry permit “shot and wounded a gunman [Everardo Custodio] who opened fire on a crowd of people.”

2. In a Philadelphia barber shop earlier this year, Warren Edwards “opened fire on customers and barbers” after an argument. Another man with a concealed-carry permit then shot the shooter; of course it’s impossible to tell whether the shooter would have kept killing if he hadn’t been stopped, but a police captain was quoted as saying that, “I guess he [the man who shot the shooter] saved a lot of people in there.”
