“San Ignacio, Sinaloa – A municipal policeman was found dead this morning, with his hands and feet tied. The body had signs of gunshots to the head and body. Six fired cases from a .38 Super were found at the scene. The body was found next to his personal vehicle and he was dressed in civilian clothes.”

Municipal Official, Son Murdered in Ciudad Juarez

“A municipal commissioner and his son were murdered over the weekend in the northern Mexican state of Chihuahua, prosecutors said.

Rito Grado Serrano and his son, Rigoberto Grado Villa, were killed at their house in Ciudad Juarez, located across the border from El Paso, Texas, on Saturday night.

Several gunmen went to the house after 8:00 p.m. Saturday and opened fire on the 59-year-old Grado Serrano and his 37-year-old son, the Chihuahua state Attorney General’s Office said.”

Texas: Falcon Lake Killing Blamed on Blunder by Cartel lower-level Operatives

“BROWNSVILLE — A global intelligence company Wednesday said the death of U.S. citizen David Michael Hartley on Falcon Lake was a case of mistaken identity in a turf war between rival drug cartels.

Hartley, who was shot during a Sept. 30 sightseeing trip to the Mexican side of the binational reservoir, was shot by Zeta cartel enforcers because he was mistaken for a spy of the rival Gulf Cartel, according to the report by STRATFOR, and Austin-based think tank specializing in intelligence and international issues.

The report goes on to say Hartley’s body likely was destroyed as Los Zetas went into “damage control” mode and that the lower-level operatives responsible for the unauthorized strike against him now are on the Zetas’ hit list.”

Lead Mexican investigator Rolando Armando Flores Villegas was hunting for the men who killed a U.S. citizen, a Texas man who was jet-skiing on Falcon Lake, in Texas.

The Investigator’s decapitation is a ‘message to White House’: Mexican drug cartels are declaring that the U.S. ‘no longer controls border’.

“The lead Mexican investigator hunting for an American man who disappeared after he and his wife were ambushed on Falcon Lake has been beheaded, a Texas lawmaker claimed today.

The severed head of Rolando Armando Flores Villegas was delivered to the Mexican military in a suitcase, Aaron Pena said today.

His wife Tiffany has told police she and her husband were ambushed by pirates while jet-skiing on the popular lake on September 30.

They shot her husband in the head, she claimed. She tried to rescue him but was forced to abandon his body when the pirates opened fire at her.

His body still has not been found.”

University of Texas-Brownsville freshman murdered in Mexico

“UTB-TSC is mourning the death of an 18-year-old freshman who was shot and killed just outside Ciudad Mante in the southern part of Tamaulipas, allegedly by members of Mexican organized crime.

University officials said Jonathon William Torres Cazares died on Sept. 30 while traveling to visit family.

He is believed to be one of two people killed after the bus he was riding in was hijacked, according to a U.S. official who declined to be named because he was not authorized to speak to the media.”

Police Academy student decapitated

The head of a student of El Salvador’s national police academy (ANSP) was found in a suitcase along a highway near the capital city of San Salvador.

The grim find was accompanied by a message that authorities did not reveal. The body of the youthful student, who was to have joined the police force in six months, has not been located.

This is seen as a motivating factor for others to commit crimes, since the local perception is that killing has no consequences here.

Jesus Camarillo, a law professor at the University of Ciudad Juarez, said in an interview that, “In civilized societies, every conflict must be resolved by a third party, which is the State, now practically excluded, and then the conflict is resolved by private vengeance, and that is what we see presently: a state of barbarism, because the state’s presence is totally excluded, since there is no one to challenge crimes, no one to investigate them.”

Houston, TX: Slain girl’s family demands immigration crackdown

“Family members of a teen gunned down last week railed against America’s immigration policy on Friday after learning one of the suspected gunmen was in the country illegally.

Melvin Alvarado, 22, and Jonathan Lopez-Torres, 18, have been charged with capital murder in the Aug. 7 shooting death of 14-year-old Shatavia Anderson.

Immigration officials have said Alvarado was deported in April 2008 and again in May 2009.

“I would like to see what they’re doing in Arizona done here,” [said Shatavia’s uncle, Joe Lambert]
