Waiting Periods Don’ Reduce Violence

From Politifact:

A study done by one researcher from Georgetown University and one from Duke University that was published in the Journal of the American Medical Association in 2000 examined the Brady Handgun Violence Prevention Act, a 1994 federal law that established a nationwide waiting period and background check for handgun sales. (The waiting period provision was later removed.)

The study concluded that the law’s waiting period was associated with reductions in the firearm suicide rate for people age 55 and older, but not associated with reductions in homicide rates or overall suicide rates.

Concealed Carry And Legal Non-residents

A federal district court in North Carolina held Friday that North Carolina may not discriminate against permanent resident noncitizens in issuing licenses to carry concealed guns. (Messmer v. Harrison.) The U.S. Supreme Court’s D.C. v. Heller decision said that general bans on concealed carry of guns are constitutional, because the have been around in many states starting with the early 1800s. But the Supreme Court held that state laws discriminating against noncitizens — even as to activities that aren’t themselves constitutional rights — usually violate the Equal Protection Clause. That seems to be the court’s rationale in this case.

Gun Issue Creating “Two Americas”

At least on the issue of self-defense rights, that seems to be the case—so says Jennifer Carlson, a University of Toronto sociologist who includes gun issues among her areas of study. At the Wall Street Journal she writes that it no longer makes sense in the United States to talk about national gun policy, but instead to recognize widely divergent trends at the state level that are taking Americans in different political, cultural, and technological directions.

China and Philippines Dispute In South China Sea Heats Up

Chinese vessels have challenged a Philippine military plane on patrol over disputed waters in the South China Sea, according to the Philippine military.

The Islander aircraft was flying over Subi Reef on April 19 when a Chinese vessel radioed a warning, Brigadier-General Joselito Kakilala, a Philippine military spokesperson, said on Sunday.

From Fox News:

The Philippines on Sunday urged the 10-member Association of Southeast Asian Nations to take immediate steps to halt land reclamation by China in the disputed waters of the South China Sea, warning that failure to do so will see Beijing take “de facto control” of the area.

Philippine Foreign Secretary Albert del Rosario told a meeting of ASEAN foreign ministers that if China’s construction of artificial islands on reefs claimed by other countries is allowed to be completed, then Beijing will impose its claim over more than 85 percent of the sea.

The genesis of the resulting HK121/MG5 from the native firm Heckler & Koch came with the German Bundeswehr’s (Armed Forces) “Infantry Soldier of the Future” program, a comprehensive modernization effort concurrent with similar initiatives in the U.S. and other NATO partners.

Striding past another FN design, the commonly fielded MINIMI which is best known as the M249 in U.S. service, HK‘s innovative 5.56mm gun won the competition for Germany’s SAW (squad automatic weapon) role, designated MG4 in logical nomenclature progression. Fielded in 2004 and soon in vicious firefights in Afghanistan, the MG4’s reported reliability, accuracy, soldier-friendliness, and modular adaptability provided additional validation. But with two notable exceptions:

More powerful 7.62 x 51mm NATO ammo was needed for the longer range engagements that characterized the fight against Taliban insurgents.
