EU Tries To Mess With Swiss Gun Laws

Switzerland and the European Union are at odds over efforts by the EU to curb the neutral country’s treasured gun culture and citizen-soldier tradition.
While not an EU-member, Switzerland has entered into a series of treaties over the years to adopt various laws in conjunction with the organization in order to trade freely with in the European Single Market. At the same time, the Alpine country, which has been more or less neutral since splitting from the Holy Roman Empire in 1499, has maintained a tradition of national service in their military while keeping some of the loosest gun laws in Europe if not the world.
NRA Fights New ITAR Regulations

In July, we reported on an ill-advised attempt by the Directorate of Defense Trade Controls of DOS (DDTC) to “clarify†who is a regulated firearms “manufacturer†for purposes of the Arms Export Control Act and its implementing rules, the International Traffic in Arms Regulations (ITAR).
As we noted in that report, DDTC’s “guidance†document creates far more confusion than clarity and threatens to chill lawful behavior and put small commercial gunsmiths who cannot afford ITAR’s heavy compliance costs out of business.
No Guns If You Have A Marijuana Card

Yesterday a federal appeals court ruled that banning gun sales to people who hold medical marijuana cards, whether or not they actually use marijuana, does not violate their Second Amendment rights. In reaching that conclusion, the U.S. Court of Appeals for the 9th Circuit relied on antiquated, scientifically unsupportable assumptions about the violent tendencies of cannabis consumers.

On July 22, the State Department’s Directorate of Defense Trade Controls issued new guidance for firearm manufacturers and gunsmiths to register as exporters under the Arms Export Control Act (AECA) and International Traffic in Arms Regulations (ITAR) and pay an annual $2,250 fee — even if they had no intention of exporting. This included companies and individuals who performed machine work on firearms such as threading barrels, magazine modifications and rechambering.

ATF Reclassifies Key Ammo Component Without Warning

The Bureau of Alcohol, Tobacco, Firearms and Explosives has walked back an announcement it now viewed wetted nitrocellulose as a high explosive and will work with the firearms industry on clarification.

ATF’s sudden and unexpected change in policy on wetted nitrocellulose will likely have a significant impact on industry’s ability to deliver products to the military and commercial markets. Industry members have relied on the exemption for wetted nitrocellulose for many years and are aware of no accidental detonations or diversion of this product into illicit channels. Consequently, it is unclear why ATF believed it necessary to change its policy and, more importantly, why ATF announced the change in a newsletter article with no advance notice to industry.
Study: Islamists Come From All Walks Of Life, Not Just Loners

A new study based on interviews conducted over social media with foreign fighters in Iraq and Syria raises doubts about the commonly held notion that young men in North America and Europe who are drawn to violent Islamic extremism must be marginalized loners looking for an alternative to their dead-end lives.
Three university researchers who contacted dozens of jihadists from abroad in Iraq and Syria, including some Canadians, say they seemed to be drawn mainly by the religious ideas—“no matter how ill-informed or unorthodoxâ€â€”behind jihadism. Rather than being isolated individuals who self-radicalized in front of their computer screens, the report says they usually found mentors and, at least in the case of the Canadians, joined the fighting in “clusters.â€
In the working paper, they write that the foreign fighters they contacted “run the gamut from troubled youth with personal problems to accomplished young men and women from stable backgrounds.†In the 20 interviews they analyzed, not one of their subjects suggested “directly or indirectly†that being marginalized socially or economically pushed them onto such an extreme path.
California Bill To Make Undercover Videos Illegal

 The bill would criminalize publishing undercover video footage of “health care providers” and subject third parties, including journalists, to penalties for reporting and distributing the illegally recorded footage.
Under AB 1671, a journalist receiving and posting footage from an anonymous source could be punished by the state as well as be opened up to potential civil lawsuits. Whistleblowers would not be exempt from the proposal either, regardless of how they obtained the illegal footage.
U.S. Embassy Refused Calls For Help In South Sudan

For hours throughout the assault, the U.N. peacekeeping force stationed less than a mile away refused to respond to desperate calls for help. Neither did embassies, including the U.S. Embassy.
TX Campus Carry Allowed

An effort by three University of Texas at Austin professors to block the implementation of the state’s divisive campus carry law has failed, after a federal judge on Monday denied their request for a preliminary injunction.
Texas Attorney General’s response to the ruling:
“I am pleased, but not surprised, that the court denied the request to block Texas’ campus carry law. There is no legal justification to deny licensed, law-abiding citizens on campus the same measure of personal protection they are entitled to elsewhere in Texas. The right to keep and bear arms is guaranteed for all Americans, including students, and I will always stand ready to protect that right.”
